Why am I unable to devote any miniatures to the monument?

Have you unlocked the display in your HoM with a monumental tapestry? If yes, are your minipets already dedicated? You can hold your mouse over them to see.

Thank you, thats definitely it. Guess i should do that. I guess I just never realized I needed to do that before.
